keeps cpu busy while idle

* win10 home 64bit fall creators update
* 4.6.1
* yes
* open netsetman. close all open programs, stop all third party services. record cpu usage (task manager, process hacker, procexp, perfmon, your favorite cpu monitoring app)

results: keeps cpu busy (few percents). see imgur screen video recording.
expected results: zero cpu usage if the app is doing nothing.

In your screen recording the netsetman.exe process seems to be at ~0.5% CPU. The total is ~4.5%, so 4% must be something else. Are we misinterpreting your recording?

NetSetMan is only active in the background if you enable AutoSwitch. Depending on the conditions you define there, different processes must be active in the background to monitor those conditions. Do you have AutoSwitch enabled?

you are partially correct.

however I have a second recording with netsetman exited, and the load is half (only csrss + system kernel context).

if a program is asking kernel to perform tasks (drivers etc) in kernel mode, that will not be accounted in the name of the asking process, that's why netsetman shows only 0,5%.

I am downloading now the second clip from phone (as in order to keep cpu low i did not perform screen grabbing on the device itself) where you will see that without netsetman the load is less than 2%.

sorry for the low quality, could not find quickly something to easily convert video to gif, found an app that only allows five seconds of conversion

Comparing two different screen recordings, captured at different times with different recorders doesn't make much sense, as it is unclear what happened in between. From what we can see in your first recording (where you're saying you're having a high CPU load), you are running about 20 applications in the notification area and additionally 7 in the task bar (including a video player and a browser).

If you want to show us that netsetman.exe causes some CPU load (other than the displayed 0.5 %), then please do a proper recording showing this problem clearly:
Exit all other applications, start your recording, run NetSetMan, minimize it, leave it running minimized in the notification area for a while for measuring the CPU progress, then (while still recording the CPU progress) right-click the TrayIcon and exit NetSetMan. Now continue leaving the CPU progress running for a while. If your description is right, the CPU load should significantly drop and this complete recording will show that.
