Exclude Mac Address
You have the setting to auto connect to strongest signal of SSID.
Can you add a exclude Mac address list to this setting, so that these ids would be ignored.

The actual connection process to a wireless network is done by Windows. NetSetMan can only tell Windows to connect to a certain network under certain conditions. However, it cannot keep Windows from connecting to a specific network. Sorry.
